ICMA-RC announced today that Kathryn B. McGrath has joined as Senior Vice President and General Counsel. Ms. McGrath is nationally recognized as one of the country’s leading investment management attorneys. Since 2002, she has served as counsel to the Vantagepoint Funds, a mutual fund family sponsored by ICMA-RC, and as such has gained a deep understanding of ICMA-RC and its commitment and mission of building retirement security for public employees.

Ms. McGrath has been engaged in the private practice of law since 1990, most recently at Mayer Brown LLP, where she concentrated on representing mutual funds, investment advisers, broker-dealers, banks, insurance companies and retirement plan providers. Her career in the public sector includes more than 16 years with the Securities and Exchange Commission (SEC), where she served as the Director of the Division of Investment Management and Associate Director of the SEC’s Division of Market Regulation.
While at the SEC, Kathie also served as Assistant and later Associate General Counsel, Assistant Director of the Division of Corporate Finance, Executive Assistant to SEC Chairmen Ray Garrett and Roderick Hills, counsel to SEC Commissioner Philip A. Loomis, Jr. and as an attorney in the Office of the General Counsel. Prior to joining the SEC, Ms. McGrath was an attorney for the U.S. Department of the Treasury.
She received the SEC’s Distinguished Service Award, the SEC’s highest honor, and a Presidential Rank Award for Distinguished Executives. Ms. McGrath is a member of the District of Columbia Bar, the American Bar Association and the Executive Council, Securities Law Committee of the Federal Bar Association. In 2006, Chambers USA ranked Ms. McGrath among the top asset management lawyers in the United States. Ms. McGrath’s industry involvement also includes service on the NASD’s (now FINRA) Legal Advisory Board.
“Her extensive knowledge of federal and state securities laws and the regulatory environment affecting financial services companies will allow her to make an important contribution to ICMA-RC’s mission,” added Joan McCallen.
